A Spectacular New Waterfront Community
Welcome to the Royal Bay website. Royal Bay, located on the waterfront of Victoria's Westshore, is in the process of becoming a vibrant, new community which will retain significant areas of forested land, creeks and other natural features. The location offers spectacular views of the Pacific Ocean, the Olympic Mountains and the Strait of Juan de Fuca. New housing, parks, trails, a secondary school and a waterfront village will create a community attractive to both residents and visitors alike. Directional Map
School Site
During 2006, an agreement in principle was reached between Royal Bay Development Limited and the Sooke School District for the sale of 6.3 ha. of land to accommodate a new secondary school in Royal Bay. In 2007, work on the school design should begin with construction scheduled to commence in the summer of 2008. The opening is projected for September 2009. In addition to the school site, Royal Bay will transfer another 1.10 ha. of land to the City of Colwood for a park and playfield. Site servicing will be done by Royal Bay and includes building a new access road and completing reclamation work. The proposed site is located to the east of The Woods development and will be connected to the 7 km Perimeter Pathway.
Lots, single family homes and townhomes for sale
Currently, Royal Bay has two significant new areas where single family homes, townhomes and single family building lots are available for purchase.
The Bluffs (1D-1)
The Royal Bay Builders purchased 20 lots on the lower half of Pelican Drive and built individual homes, most of which are complete and for sale. Late in 2006, the Royal Bay Builders purchased an additional 18 lots at the top of Pelican Drive and have begun lot clearing. The Woods (1A-3)
In late 2006, the Royal Bay Builders purchased 13 single family and duplex lots in the final phase of The Woods development. Home construction is well underway and homes should be listed for sale in 2007. For further information, please visit "The Woods - Builders List".
The balance of the lots, all with panoramic views of the Pacific Ocean, Olympic Mountains and the Strait of Juan de Fuca, are for sale to the public through Pemberton Holmes. Lot prices start at $405,000. More information is available on The Woods page of our website.
An Overview of Royal Bay
Originally a gravel quarry (some parts are still active) owned and operated by CAL Construction Aggregates Ltd., Royal Bay is being built in phases. The extensive planning process began in 1995 and projected a completed community of about 2,800 homes, three schools, more than 100 acres of parkland, greenways, community amenities and a waterfront village center. Residents have direct access to a waterfront park as well as approximately 1.5 kilometers of beach.
Phase 1, now almost complete, will consist of approximately 650 residential units on 92 ha. (227 acres) spread over a number of individual developments and featuring single family homes, townhomes, parks and walkways. This development has received a 2004 Westshore Chamber of Commerce Award for Building/Development Project of the year and in 1999 received a Gold Georgie Award for "Excellence by local government in cooperation/leadership with industry".
The rezoning application for Phase 2, proposing both residential and commercial development on about 70 ha. (175 acres), was approved by the City of Colwood in 2005. This was a significant milestone in the evolution of Royal Bay. Phase 2 will see 1,500 residential units, up to 75,000 square meters (800,000 sq. feet) of mixed use in an oceanfront village, a secondary school, parks, trails and playing fields.
Development throughout Royal Bay is expected to continue over the next 10 - 15 years. Some mining activity will carry on but will eventually give way to reclamation and redevelopment.
The first two subdivisions of Royal Bay - Hatley and Delora - are complete. The third development, "The Woods", is approaching completion.
