- Royal Bay should have a "healthy mix of lifestyles, incomes and ages."
Phase One
- 419 detached/duplex homes, including 52 "small lots"
- 235 townhouses - 36% of all housing
- Allows secondary suites in all detached homes except for homes on small lots (estimate 50 suites in Phase 1)
- Royal Bay will transfer land to a non-profit society for the development of 50 non-market housing units
- Royal Bay contribution of $500 per unit towards Colwood's "affordable housing reserve" - a total of $302,000 and a "first" in the Capital Region
